iCloud users know by know that Apple doesn't provide them with any GUI-based tool to help them quickly diagnose and fix iCloud syncing issues.
To be able to mend iCloud problems, you will either have to scour the Apple Discussions forum for other people who have had similar difficulties and found a fix or give up, go to a Genius Bar and ask for the help of an Apple Genius.
There is another solution though, in the form of the Cirrus macOS application, a small yet quite powerful little tool designed to help you diagnose iCloud problems and possibly fix them once you know precisely why your data isn't synced correctly or at all.
To do so, you can use Cirrus' Log Window, which you can open from the Window menu by clicking the "Open Log Window" option, to grab a listing of all entries in your Mac's system log pertinent to iCloud's activity.
This way you will be able to pinpoint any errors listed in the log, as well as create a quick report that can be used as a starting point for a more in-depth analysis by someone with more knowledge on the intricate inner mechanisms of Apple's iCloud.
The Cirrus app can also be used to manage the contents of your iCloud Drive effortlessly, as it gives you all the tools needed to download, evict or browse the contents of your drive with just a couple of clicks.
Moreover, to evict a file or folder from the local storage you have to choose the "Evict" option in the File menu and, after you select the item and click the "Evict" button in the dialog that opens, it will be removed from your hard drive.
Whenever you decide that you need it again, you can get it back using the "Download" option or by clicking the little cloud icon next to the file or folder in any Finder window.
Cirrus also comes with an iCloud Browser which you can start using the "Open Browser" option in the Window menu. The iCloud Browser is designed to help you view all files and folders stored in your iCloud Drive and check their current status at any time (if it's in the process of being downloaded or uploaded or if it has been evicted from your Mac's hard drive).
At the moment Cirrus' iCloud Browser interface does not allow you to sort the entries listed by clicking the Name, Size, and Date column names at the top, although this might be implemented in a future app version.
Cirrus is a handy little utility which can make it a lot easier to identify iCloud issues and come up with a fix for them to have your data synced to your iCloud Drive once again.
