The Delay Delivery Option lets you decide exactly when the message is delivered -- whether it be in a few minutes, or at a specific date and time. The Apply Rules options allows you to pick and choose the outbox rules that are applied to the message you are composing. The Archive Option gives you the ability to specify, as you write an email, where the sent email should be archived after delivery.
