Touch Files.action is an Automator action to change date created and/or date modified of the specified files/folderst. You can create and execute a workflow which contains changing time stamp operation if you install the action.
You may also create a service in order to change the time stamp and execute it from Services menu or contextual menu on Snow Leopard.
Installation - Select "Import Actions" form Automator File menu, choose "Touch Files.action".
Uninstallation - Remove "Touch Files.action" from ~/Library/Automator folder.
